There are 3 different topsoil, Thanalan, Shroud, and La Noscea for Gardening.

From my understanding of the tooltips, Thanalan Topsoil boosts the intercross chance for new plant seeds that you can't obtain from gathering (e.g. Halone Gerbera, Azeyma Rose, Nymeia Lily, and the other plants/seeds that people datamined but not found on gathering log), while the Shroud/La Noscea simply boosts the NQ/HQ amount from each harvest.

So from my guess is that for the ilvl 90 plants, you'd have to intercross plants using Gardening with Thanalan soil to up your intercross chance, and then use the Shroud/La Noscea soil to boost the production once the seed has been found and harvested.
